The Secretary of the Cabinet presents his

compliments to the Under Secretary of State for the

Colonies and transmits to him the accompanying paper

which is to be considered by the Council of the League

of Nations during the Session commencing on the 21st

instant.

He would be glad to receive at an early date

any observations which it may be desired to communicate

to the British Representative.
